Fender Blues Junior Amplifier

I'm looking for a decent tube guitar amplifier, but have a tight budget. any suggestions?

I'm looking for something with decent low-end response, and would prefer an effects send/return. i've looked all over, and nothing's in my price range aside from the Fender Blues Junior, of which i just blew one up (you can't bias the tubes, which leads to overloaded circuits and eventually will blow the output transformer). any suggestions?
